대한민국의 딸에게 정치적 성공의 기회가 다가오고 있다

박근혜 대표의 정치 역정은 시작부터 비극으로 점철되었다. 그녀는 1974년 당시 한국의 영부인이었던 어머니를 북한의 암살에 의해 여의었고, 5년 후에는 정보부 수장의 총에 시해당한 한국의 장기 군부 통치자였던 그녀의 아버지, 박정희 대통령의 관 앞에 조의를 표해야 했다.

그러나 이제는 민주국가인 한국에서 그녀의 정치적 성공의 운이 열리기 시작한 가운데, 박대표는 국민적 연민의 대상에서 정치가로 변모했다. 지난 12개월 동안 그녀는 한국의 제 1야당인 한나라당을 진두지휘하면서 부패 스캔들 및 공감을 얻지 못했던 노대통령 탄핵 시도 등으로 국민적 지지를 상실한 당을 재정비해왔다.

이제 그녀는 2007년 대선 주자중의 한 사람으로 인식되고 있고, 그녀 스스로도 한국 최초의 여성 대통령에 도전할 뜻을 내비쳐 왔다. 그녀는 화요일(15일) 한나라당 대표로서 첫 미국 공식방문을 위해 워싱턴으로 향한다.

그녀는 3일간의 워싱턴방문 일정 동안 부시 행정부의 관료들 및 미국 국회의원들과의 면담을 통해 세계 10대 경제대국인 한국과 미국의 관계 강화를 요구할 계획이라고 말한다. 분석가들은 북한문제를 둘러싼 입장차이가 부시 대통령과 노무현 대통령을 갈라놓으면서 양국 관계가 최근 수년간에 걸쳐 약화되어 왔다고 이야기 하고 있다.

부시 대통령은 주로 공산주의 북한을 고립시키기 위해 애써왔고, 반면 노 대통령은 북한 정부의 보다 폭넓은 경제적, 정치적 변화를 유도할 바램으로 화해 협력 정책을 선택해왔다.

최근 한국의 고위 관료들은 지난 달에 있었던 북한 정부의 핵보유 선언에도 불구하고 북한 내 새로운 산업단지 조성 등 대북 경제 프로젝트를 계속 진행시킬 것이라고 발표한 바 있다. 이에 대해 박대표의 한나라당은 노무현 정부의 대북정책에 대한 국회 청문회를 요구하고 나섰다.

워싱턴으로 떠나기 전 월요일(14일)의 인터뷰에서, 박대표는 북한의 핵무기 개발 프로그램을 해제시키기 위한 6자 회담에 북한이 복귀하도록 한국이 더욱 더 북한을 압박할 필요가 있다는 입장을 밝혔다. 한국과 중국은 대북 온건 노선을 옹호하고 있고, 반면 미국과 일본은 좀 더 강경한 입장을 견지하고 있다.

“만약 북한이 협력한다면, 우리가 북한을 경제적으로 도울 준비가 되어 있다는 메시지를 보낼 필요가 있다. 그러나 협력하지 않을 경우에는 경제협력이 불가능해진다는 것을 그들은 깨달아야 한다” 고 박대표는 말했다.

그녀는 북한이 핵무기 프로그램을 포기하지 않을 경우 받게 될 경제적 불이익조치들을 명시한 공식 성명을 발표하도록 정부에 강력히 요구하고 있다고 밝혔다.

박대표 앞에 놓인 최대 난관은 워싱턴이 아니라 아버지의 유산에 대해 전에 없는 논란이 일고 있는 한국에 있다. 1961년 권좌에 오른 박정희 대통령은 한국을 번영의 길로 영도한 반공 영웅으로 일부의 추앙을 받고 있지만, 다른 일부의 사람들은 그를 인권탄압자로 폄하하고 있다.

박대통령 집권 시절 투옥되었던 노무현 대통령의 몇몇 참모들이 소속되어 있는 집권 여당인 열린우리당은 진실위원회를 신설해 2차 세계대전 전 일본의 오랜 강점기간 동안 친일했던 한국인들의 명단을 수집하고 있다.

한나라당의 당직자들은 진실위원회가 식민지 시절 일본 군대에서 복무한 적이 있는 박대통령의 이미지를 훼손할 목적으로 만들어졌다고 보고 있다. 박대통령에 대한 공공연한 망신주기가 영향력 있는 그의 딸의 정치적 포부를 죽일 수도 있다.

박대표의 정적들은 또한 박대통령의 독재 아래에서 불법적으로 혜택을 받은 사람들의 목록을 만들기 위해 움직이고 있다. 열린우리당의 정청래 의원은 “그녀가 아버지의 외모와 어머니의 헤어스타일을 가지고 있지만, 더 이상 대한민국은 박대표가 물려받은 구 왕조가 아니며... 우리는 민주국가에 살고 있다”고 말하면서, “우리는 박대표가 앞으로 성숙한 정치인으로 성장하는 것을 반대하지 않지만, 박대표가 그러한 향수의 배후에 편승하는 것에는 분명히 반대한다”고 덧붙였다.

박대표 자신도 과거 인권 남용이 있었음을 인정하고 한국의 역사를 재조사할 필요성에는 공감하면서도, 과거사 조사의 주체는 중립적인 단체들이어야 하며, 냉전의 맥락 속에서 검토가 이루어져야 한다고 주장했다. 이에 덧붙여 박대표는 박정희 대통령 시절 “민주화 운동의 가면을 쓰고 친북 활동을 한 사람들에 대해서도 조사가 이루어져야 할 것”이라고 지적했다.

박대표는, 한국 전쟁에 대한 기억이 없고, 반미 성향이 더 강하고, 박대통령과 한나라당을 억압적인 과거의 유산으로 보는 경향이 있는 한국의 젊은 세대와의 관계에서 어려움을 겪을 수 있다.

그러나 그녀는 당내 일각의 극심한 반대를 불사하면서 젊은 정치인들을 당에 끌어들이고 있다. “과거는 과거다. 나는 미래를 바라보고 있다”는 것이 그녀의 변이다.

Star Rises for Daughter of South Korea
As Opposition Leader, Park Finds Pluses, Minuses in Father's Legacy

From the beginning, Park Geun Hye's political path was paved by tragedy. She lost her mother, then South Korea's first lady, to a North Korean assassin in 1974. Five years later, Park bowed before the coffin of her father, Park Chung Hee, the nation's longtime military ruler, who had been gunned down by his intelligence chief.

But as her political star has begun to rise in South Korea, now a democracy, Park, 53, has transformed herself from a subject of national sympathy into a stateswoman. Over the past 12 months, she has taken the helm of the Grand National Party, shaking up the nation's largest opposition force, which had lost public support during corruption scandals and an unpopular attempt to impeach President Roh Moo Hyun.

Park is now considered an early contender for the 2007 presidential race and has hinted at a bid to become South Korea's first female leader. She travels to Washington on Tuesday on her first official visit to the United States as head of the GNP.

In three days of meetings with Bush administration officials and U.S. legislators, she says, she will call for strengthening U.S. ties with South Korea, the world's 10th-largest economy. Those ties have weakened in recent years, analysts say, as political differences over North Korea have divided presidents Bush and Roh.

Bush has sought largely to isolate communist North Korea, but Roh has chosen a policy of engagement and reconciliation in the hope of coaxing the Pyongyang government into broader economic and political change.

South Korean officials recently announced that they would not reverse the course of their economic projects in the North, including a new industrial complex, despite the North Korean government's declaration last month that it has nuclear weapons. In response, Park's GNP called for a parliamentary inquiry into Roh's North Korea policy.

In an interview Monday before her departure for Washington, Park said South Korea needed to do more to force the North back to international talks aimed at dismantling its nuclear weapons program. South Korea and China have advocated a softer line with North Korea, while the United States and Japan have pushed for a tougher stance.

"If North Korea cooperates, we need to send the message that we are ready to help them economically," Park said. "But if they do not, then they need to realize that such a situation would make economic cooperation impossible."

Park said she was pressing for an official statement outlining the economic penalties the North would suffer if it did not abandon its nuclear weapons program.

Park's biggest hurdles lie not in Washington but in South Korea, where her father's legacy is being debated as never before. Park Chung Hee, who came to power in a 1961 coup, is revered by some as an anti-communist hero who set South Korea on the path to prosperity, but despised by others as a repressive violator of human rights.

The governing Uri Party, including several of Roh's top aides who were arrested during Park Chung Hee's era, have moved to create a truth commission that is compiling a list of South Koreans who collaborated with the pre-World War II Japanese government during its long occupation of the Korean Peninsula. GNP officials view the commission as an attempt to sully the image of Park Chung Hee, who served as a soldier in the Japanese army during the occupation. A public disgrace of Park could kill the political ambitions of his powerful daughter.

Park Geun Hye's foes are also moving to list those who illegally benefited under her father's dictatorship. "She's got her father's looks and her mother's hairstyle, but South Korea is no longer an old dynasty you inherit. . . . We're living in democracy now," said Jung Chung Rae, a legislator from Roh's Uri Party. "We won't object to her growing into a mature politician in the future, but we absolutely oppose her riding on the back of such nostalgia."

Park said she agreed that "Korean history needs to be reexamined," acknowledging past human rights excesses. But she insisted such a review should be conducted by neutral parties and viewed in the context of the Cold War. In addition, she said, there should be an investigation of people who "committed pro-North Korean acts under the guise of the pro-democracy movement" during her father's rule.

Park may have difficulty connecting with younger South Koreans, who have no memory of the Korean War, tend to be more anti-American and often view her father and her party as relics of the repressive past.

But she has moved to attract younger politicians to the party, incurring the wrath of some members. "The past is the past," she said. "I'm looking toward the future."
